First day of COC filing, a dud

Butuan City – The political rigodon and battle royale anticipated by electorates in Caraga region’s capital continue to elude political pundits as the first and second day of filing of Certificates of Candidacy (COC) remains virtually silent.

Even City election chief Abelardo D. Saco was baffled why until now no aspirant for any of Butuan City ’s elective seats are filing their COC. “Even nuisance candidates are absent,” Saco said.

But in Agusan del Norte, two candidates filed their respective bids on the opening day. The first one to declare his candidacy was Mr. Jaime Salan, a “balut” (broiled duck egg) cook and Councilman of Barangay Holy Redeemer here. Salan, 57, will challenge the “Great Wall of Butuan”, current Congressman Jose “Joboy” S. Aquino II of the first district of Agusan del Norte ( Municipality of Las Nieves and Butuan City ).

Salan according to supporters is an avowed anti-trapo and anti-vote buying who will be an example of good governance once elected. He is running as an independent.

Aquino, a first-termer representative is yet to file his candidacy. But the scion of the late legendary statesman and namesake, JCA, Agusan’s once-acknowledged political kingpin is expected to bid once more for his Congressional seat even as rumors are gaining ground that he will run as mayor of Butuan City under the party of ex-Defense chief Gilberto “Gibo” Teodoro.

The other early bird was Mr. Gines Idera who will bid for a seat in the Provincial Board of Agusan del Norte as an independent. Idera hails from the province’s capital town of Cabadbaran .

In Agusan del Sur, no one filed their COC but unconfirmed reports said that a certain Anton Corales, independent, almost beat the deadline to run as board member of San Francisco town. But the local Comelec office was already closed.

Mrs. Leticia Montero of Comelec-Butuan City said that the filing of Certificates of Candidacy will run from November 20 until Midnight of November 30 or at the strike of December 1, 2009 from 8 in the morning to 5 p.m. including Saturdays and Sundays.

“We are again bracing ourselves for the candidates penchant to beat the deadline and file their COC’s on the 11th hour,” Montero laments.

She said that the Comelec-Butuan, particularly election chief Abelardo Saco are anticipating the serious candidates to troop to the poll body on the week’s end with an extra day November 30, a regular holiday, to gain more captured audience for their election platform.

Beginning yesterday, the Omnibus Election Code bars any candidate from raising their hands as this will be construed as ‘electioneering’ already which is punishable by, at the minimum, disqualification from seeking public office.

Comelec spokesman James Jimenez also yesterday said the poll body would screen COCs strictly to eliminate “nuisance candidates” or those not qualified to seek an elective position after the deadline. “The deadline for the filing of COC is on Dec. 1. After this, the Comelec will start screening the COCs since the printing of the ballots starts in January 2010,” Jimenez was quoted as saying in an interview aired over cable television channel ANC.

Powerlight columnist Tyrone Power Calo, who was in Manila since Thursday on a business trip met sixty-one year-old Rigoberto Madera Jr. of Jagna, Bohol — the first to file his COC at 8:40 a.m. yesterday.

Madera , who goes by the nickname NNN or Nanjananan and who aspires to be an “emperor of the world.”, said in an interview that he was prodded by God to seek the presidency.

He claimed that in October, he topped a survey conducted by God on who should become the country’s next president. Former President Joseph Estrada came in second.

Calo also met another presidential aspirant, septuagenarian David Torralba-Alimorong who traces his roots from Butuan and Bohol . Alimorong said that his platform centers on massive nationwide reforestation but has no running mate yet. At this moment Calo interjected, saying: “In that case, you can tap Press Secretary Cerge Remonde as your running mate as he was prodded by media colleagues to run as vice president.” He replied: “Why not? But I must tell you, he has money and politics, I have no money but poor… Lintiks! Already, 15 groups are supporting me from Isbela, Nueva Vizcaya to Bohol to Mindanao, led by the Alyansa MAPA or the “Majestic Alliance of Positive Activists.”

His group also uses as their motto: Isang Bansa, Isang Diwa which may sound a rehash of the defunct Marcosian Regime’s battle cry.
