Surigao City – Atty. Constantino “Banjo” Navarro III recently declined to confirm whether or not he will vie for the position of Representative of the first congressional district of the province opposite incumbent Cong. Francisco Matugas who is reportedly seeking reelection in next year’s election. This was his reaction during an ambush interview conducted by this writer for his radio program “Timbangan sa Lungsod” aired over DxSN.

Banjo said the filing of candidacies was still far so there was no need to talk about politics at that moment. However, he gave a hint by saying that time will come where we discuss it. When pressed as to how much percentage he would give on the possibility of him running for congress, still, he made no remark.

Banjo was recently trumpeted by Barbers propagandists as their prized bet that will serve as the most serious threat to the political career of Cong. Matugas, a first-term solon, who surprised his constituency with his intensive multi-million projects that never before seen in past administrations. The Barbers group was reportedly banking on the “name recall” which they hoped would work in favor of Banjo who is a namesake of his father, Constantino “Baby” Navarro, Jr., a former two-term Representative of the First District.

Former Surigao City Vice-Mayor Sonny Boy Navarro was recently quoted as saying that Banjo will definitely run for Congress in May 2010 elections and this was preceded with a media interview of Board Member Alabat who also said that the young lawyer will challenge Matugas in a congressional fight. However, with the latest silence of Banjo on the said issue – the supposed “hot political item” has already been doused with water.

Just recently, several media reports feasted on the possible congressional fights between Atty. Constantino “Banjo” Navarro III against Cong. Francisco Matugas for District 1 and City Mayor Alfonso Cassurra versus Cong. Guillermo Romarate for District 2. However, Casurra, in a separate interview by this writer, clarified that he will wait for the decision from the hierarchy of the LAKAS-KAMPI-CMD unified party in relation to the issue on whether or not he will run for Congressman in the second congressional district of Surigao Del Norte in next year’s national and local elections.

Political pundits believe that the Barbers camp floated the issue of Banjo and Casurra running for Congress in a desperate attempt to woo votes from the Matugas-dominated District 1 and Romarate-controlled District 2 in relation to the reelection plan of Gov. Robert “Ace” Barbers who has only four (4) town mayors to his credit as against sixteen (16) mayors of the Matugas-Romarate tandem.

Meanwhile, Cong. Francisco Matugas was unfazed over reports that the groups of Ace Barbers, the Andanars and the Navarros had formed an alliance to unseat him by fielding Banjo Navarro Atty. Banjo Navarroin next year’s election. For him, he welcomed anyone from the Barbers-led alliance who would want to challenge him in a political contest.

In an exclusive interview, Matugas disclosed that despite the fact he was “politically ganged-up” during the 2004 gubernatorial elections by the groups of the late Sen. Bobby Barbers, Ompong Navarro and the Socorro block, which was then allied with Barbers, still, he was able to obtain a commanding lead of over 8,000 votes in District 1 which comprised the islands of Siargao and Bucas Grande.

Independent observers believe that with the present committed alliance of Cong. Matugas and the “Socorro political leadership” – coupled with the solon’s remarkable performance as purveyor of development in District 1 – Matugas is definitely unbeatable and is assured of reelection as congressional Representative, it was gathered.
